Job Description Job Description Title: Community Development Manager – Fiber / OSP Location: Irvine, CA (Local travel required) Pay Rate: $38/hour Type: 6-month contract with potential to convert Job Summary We are seeking an experienced Community Development Manager to support HOA and MDU fiber deployment projects. This role oversees the full lifecycle of community developments—from initial site surveys and entitlement reviews through design coordination, construction oversight, and activation. The ideal candidate has strong OSP experience, excellent communication skills, and a proven ability to manage multiple projects in a fast-paced environment. Responsibilities Participate in site surveys, due diligence reviews, and project planning for HOA and MDU developments Support the sales process by providing technical and logistical input Conduct field surveys to review existing infrastructure and utility locations Review titles and entitlements to confirm access rights and infrastructure availability Develop high-level desktop development plans using design tools Coordinate with OSP teams on schedules, reporting, and project milestones Provide on-site construction management and serve as point of contact for field issues Support the transition of prospects into active communities Track and report progress across design, budgeting, contractor selection, and completion Collaborate cross-functionally while promoting a culture of trust and accountability Qualifications High school diploma or equivalent required; Bachelor’s degree preferred 10 years of project management and construction experience (telecom / multifamily preferred) Experience working with HOAs, MDUs, or community-based developments Strong understanding of fiber-internet infrastructure and OSP environments Excellent communication, organization, and relationship-building skills Ability to manage multiple projects and priorities Comfortable using design software and technical tools Proficient in Microsoft Office Flexible to work evenings/weekends as needed
